FAQ - Frequently Asked Questions

A Participatory Budget (PB) is a participatory democracy mechanism in which citizens can present and decide public investment projects.

POs can be of two types: advisory, where citizens are heard about the public investments to be made, but the final decision is made by the government entity; or deliberative, where citizens submit proposals and decide, through their vote, where a portion of the public budget will be invested.

OPRAM is a deliberative democratic process through which citizens decide on public investments in different areas of governance.

The implementation of OPRAM is a commitment of the Regional Government of Madeira to involve citizens in the political decision making process.

OPRAM foresees the allocation of a budget of € 5,000,000.00 (five million euros) allocated to proposals presented and chosen by the citizens, through the vote.

Through OPRAM, citizens can put forward proposals in the areas environment, mobility and sustainable development, citizenship, culture, social inclusion, civil protection, health, youth, sports, education, agriculture and rural development and tourism and vote on proposals to be implemented.

a) Enhance the quality of democracy, valuing participatory democracy within the framework of the Constitution of the Portuguese Republic and the Political-Administrative Statute of the Autonomous Region of Madeira;

b) Involve citizens in decision-making by promoting active and informed participation;

c) To stimulate economic and social cohesion, fostering the emergence of projects that contribute to the development of the Autonomous Region of Madeira.

In this second edition of OPRAM, the accepted proposals will cover the areas environment, mobility and sustainable development, citizenship, culture, social inclusion, civil protection, health, youth, sports, education, agriculture and rural development and tourism.

1 - OPRAM has a total amount of € 5,000,000.00 (five million euros), of which € 2,150,000.00 (two million one hundred and fifty thousand euros) will be allocated to supra-municipal projects and € 2,850,000.00 (two million eight hundred and fifty thousand euros) to municipal projects, distributed according to the following number.

2 - The distribution of the value of OPRAM by municipal projects is carried out as follows:

a) € 250,000.00 (two hundred and fifty thousand euros) for the municipality of Calheta;

b) 250,000.00 euros (two hundred and fifty thousand euros) for the municipality of Ponta do Sol;

c) Euro 250,000.00 (two hundred and fifty thousand euros) for the municipality of Ribeira Brava;

d) Euro 250,000.00 (two hundred and fifty thousand euros) for the municipality of Câmara de Lobos;

e) Euro 250,000.00 (two hundred and fifty thousand euros) for the municipality of Funchal;

f) Euro 250,000.00 (two hundred and fifty thousand euros) for the municipality of Santa Cruz;

g) Euro 250,000.00 (two hundred and fifty thousand euros) for the municipality of Machico

h) Euro 250,000.00 (two hundred and fifty thousand euros) for the municipality of Santana;

i) Euro 250,000.00 (two hundred and fifty thousand euros) for the municipality of São Vicente;

j) 250,000.00 euros (two hundred and fifty thousand euros) for the municipality of Porto Moniz;

k) Euro 350,000.00 (three hundred and fifty thousand euros) for the municipality of Porto Santo

OPRAM comprises the following phases:

Phase A - Dissemination of OPRAM, through participatory meetings taking place in all municipalities of the Autonomous Region of Madeira, in person or remotely, and presentation of preliminary proposals:

i) On the electronic platform (https://opram.madeira.gov.pt), between the months of August 2021 and February 2022, inclusive;

ii) Presential, in participative meetings that occur in this format, to be held in all municipalities of the Autonomous Region of Madeira, between the months of August 2021 and February 2022, inclusive.

Phase B - Technical analysis of the preliminary proposals, by the Regional Government departments with competences in the respective thematic areas of the preliminary proposals presented, and adaptation, by the technical teams, of preliminary proposals into proposals, with the definition of calendar, execution model and investment forecast: from 01 March 2022 to 3rd june 2022;

Phase C - Publication of provisional lists of rejected proposals and proposals to be submitted to voting and period for submission of complaints by the applicants, between 3rd june and June 9th, 2022, as follows:

(i) 3rd june - dissemination of the provisional lists;

ii) 3rd june to June 9th - period for the presentation of claims;

iii) 10 to 20 June - consideration of any complaints and possible rectifications of the preliminary proposals.

Phase D - Voting, by citizens, of the proposals made available on the electronic platform https://opram.madeira.gov.pt, between June 15 and September 25, 2022, under the following terms:

i) 21 June - publication of definitive lists of rejected pre-proposals and proposals to be put to the vote and start of voting;

ii) September 25 - closing of voting.

Phase E - Public presentation of the winning proposals, their conversion into projects and consequent registration of the respective budgets, publicizing the preliminary evaluation of OPRAM and beginning the preparation of the next edition of OPRAM, until the end of September 2022.

OPRAM covers the 11 counties of the Region, and citizens may submit municipal or supra-municipal proposals.

Pre-proposals may be submitted to the thematic areas environment, mobility and sustainable development, citizenship, culture, social inclusion, civil protection, health, sports, education, agriculture and rural development and tourism to all citizens, national or foreign, residing in the Autonomous Region of Madeira, aged 18 (eighteen) years or over.

Pre-proposals to the youth thematic area may be presented by young people, national or foreign, aged between 14 (fourteen) and 30 (thirty) inclusive, residing in the Autonomous Region of Madeira.

Proposals can be submitted online via the https://opram.madeira.gov.pt platform, through the OPRAM App or at one of the participatory meetings that will take place in the 11 municipalities of the Region.

The submission of a preliminary proposal, when made by electronic means, requires prior registration on the SIMplifica Portal, accessible at http://simplifica.madeira.gov.pt and the steps presented therein must be followed.

The registration and authentication process in the SIMplifica portal is simple to accomplish, especially if the authentication module, Citizen Card or Digital Mobile Key is used in the registration process. The Digital Mobile Key can also be obtained from the Authentication.GOV online platform, requiring access to the Citizen Card (and card reader) and its electronic authentication code.

There is no limit number of submitted bids.

Yes, since the launch of the electronic platform it is possible to submit proposals to OPRAM.

Participatory meetings are face-to-face discussion sessions with citizens to present proposals, taking place in all the municipalities of the Madeira Archipelago.

During Participatory Meetings, citizens will be able to count on the support of OPRAM thematic areas technical teams when discussing investment ideas and completing the proposal forms.

The Participatory Meetings will take place in the 11 (eleven) municipalities of Madeira, between August and December.

Yes, pre-proposals are admissible to all municipalities in the Region, regardless of the residence of the proposers.

Yes. The tenderer as to detail the proposal his proposal with information as detailed as possible regarding execution, but the budget is mandatory. 

To better support the budget, when submitting the preliminary proposal, we advise the proponents to attach documents proving the cost estimate they arrived at, for example, attaching a copy of the indicative budget(s) obtained from the supplier(s) /companies).
The elements presented will be taken into account during the technical analysis phase, however, it is up to the Regional Government technicians to make a final decision in terms of budgeting.

Yes. Between the Preliminary Submission and Voting phase there will be the Technical Preliminary Analysis phase, which runs from from 01 March 2022 to 31 May 2022.

The sole purpose of this analysis is to assess whether the bids fulfill OPRAM's criteria for admission of bids, and, if so, to convert the bid into a proposal, setting the value of the investment, the expected timeframe for its implementation and other implementing elements.

Pre-proposals submitted by citizens should be specific and detailed, delimiting their implementation and identifying the territorial scope in order to ensure concrete analysis and rigorous budgeting. They may be accompanied by documents that supplement the description (photographs or documents).

Yes. The following:

Do not fall within the remit of the Regional Government of Madeira;

Do not fall within the scope of OPRAM thematic areas in the year 2021;

Set up requests for support or services;

Whose implementation is impossible due to intellectual property rights;

Contradict the Program of the XIII Regional Government of Madeira;

Contrary, conflicting, redundant or overlapping with ongoing projects or programs;

Are technically unenforceable;

They are generic, vague or very broad, not allowing for an adequate analysis and consequent adaptation of the proposal;

They do not comply with the stipulations of number 7 of article 8 of the OPRAM regulations:

i) If the preliminary proposal involves the use of an urban or rural building, the proponent must attach a certificate from the land registry proving the owner of the building and, if the building is not owned by the Autonomous Region of Madeira, a declaration of commitment to transfer, issued by the actual owner, authorizing the use of the building for the implementation of the submitted preliminary proposal;

ii) Precise indication of the location, namely through GPS coordinates, orthophoto maps, photographs, site plans, cadastral or property registration number.

Do not present a valid phone number or e-mail address;

Are aimed at creating one's own job or at hiring the proponent within the scope of the preliminary proposal presented;

At the municipal level, they exceed the defined amounts;

Fall within the scope of the right to petition or shape legislative initiatives;

If they have been submitted electronically and concern several bidders, provided that they have not been validated and confirmed by all bidders by the deadline for submission of bids.

In the supra-municipal scope:

i) Exceeded the amount of € 1,000,000.00 (one million euros);

ii) have no impact on more than one municipality;

It is the result of the analysis carried out by the technical teams of the OPRAM thematic areas, to the proposals submitted by the citizens, indicating the respective budget, place of implementation and the expected deadline for execution.

Voting on the proposals can be done through the electronic platform https://opram.madeira.gov.pt , the OPRAM application for mobile devices and via free SMS.

Through the electronic platform (https://opram.madeira.gov.pt) and the mobile application, citizens residing in Madeira may vote, provided they are registered there.

National citizens may vote by free SMS, indicating their civil identification number.

Each citizen has the right to one vote in a supra-municipal proposal and one vote in a municipal proposal.
